Are they tadpoles?

In an emply flower pot I had sitting outside there are what appear to be little tadpoles swimming around. Is that what they are, or some kind of other insect larvae?

Hi Sherjack,

Last summer my toddler's swimming pool was left outside for a few rainy weeks. We had a hundred or more tadpoles hatch! I would assume that what you have are tadpoles too. You can watch them and see how they develop.
