Answer

If you keep their pen area clean and feed them and the mother good food the pups should not smell bad. The mother dog should be keeping them clean and washing them too. The breath is called puppy breath and most puppy people love it. It has to do with teeth coming in.
They are too young to have a bath but you can wipe them down with a damp towel if they have feces or urine on them.
Its a big chore keeping pups clean but if you give them room to move away from mom to potty they will which makes it a bit easier.
If you can't be home to keep them cleaned up all day then you might try using lots of shredded newspaper or pine shavings in the puppy area to help soak up and wrap around the stool and urine keeping pups cleaner. If course you will still have to clean that up a couple times a day at least.
Hope this helps you!
