You already have an excellent answer to this question from another person. I believe you should accept it.

I wanted to make sure that you are talking about the elevated mounds that go across the roadway to slow traffic down, and not the circular "dots" that are sometimes placed at intervals between traffic lanes to warn drivers that they are drifting across lanes, and also to reduce the need for frequent repainting of lines in the roadway. Those "bumps" DO have an inventor, but they have a different name.
