Answer

There is no separate component on this vehicle that is an instrument panel voltage regulator. All signal conversion is done in the cluster itself.

Well where would we start to figure out the gauge? it is pegged way past full, grounds seem good and its a new module in the tank

Just got off the phone with my guy and he thinks we have a bad used cluster, what are the odds to have 2 in a row? we will try it anyway, can you think of anything else to check?

Accepted Answer

Check the connector on the cluster to make sure none of the terminals are spread and that they all make a good connection. Check all of the grounds in the under dash area. You could also use an ohmmeter to check the continuity of the wire from the gauge cluster to the sending unit.
