I am so sorry this has happened to your boy. I also know how frustrating this can be for you as I too had a dog with the same problem.
Surgical repair can fix the problem however I found that not a lot of regular veterinarians are familiar with this surgery.
If your vet does not do this sort of surgical procedure I would recommend locating a board certified surgeon who can.
If your boy is not neutered the surgeon will most likely request that you allow them to do this at the time of surgery. Staying intact can allow the prostate to go with will apply unneeded pressure to the repair site and may cause re herniation.
In my experience the recovery was fairy quick and uneventful.
Unless this is repaired he will continue to have trouble passing stool as it collects in the herniated pocket and could cause many more problems.
