Question

I wass riding my bicycle in an unmarked tee intersection ,a pick up truck was stopped at stiopsign as I continued thru the intersection the drive excellerated and hit me. The city has never finished the area in question and I am being told that the drivers i9nsurance company is not taking full liability. If I am not mistaken It is erelavent what my direction is as the vehicle is required to not run pedestrians down while in the intersection.If anyone else is liable it is the city for not marking the intersection more effectively. I am I wrong?

Already Tried:
getting medical treatment for my injured left shoulder and the insurance company threatening to reduce liability. I have no insurance so I must go thru the VA and that takes time.
