The same was true when the retail store was built. The owner, builder, and city all had to have copies. The builder probably threw his away after completion and signoff. The owner might have kept them. The city usually has a cutoff on how long they hold records. But try asking all three. If no one kept the records, which include the plot plan, then just hire a surveyor. There kind of like dentists, not always working, and willing to negotiate. I built a set of porch steps for the surveyor I used for my plot plan. Cost me my time and $125.
