Question

A credit card issuer brrought me to small claims court, and the judgement was 'dismissal without predudice'. They continue to send bills, and make calls. Does the 'dismissal' (asked for by the Plaintiff) end my resposibility to this Plaintiff?

No, you are still contractually obligated to pay them. In addition, because the dismissal was without prejudice, they could refile the suit at a later date and attempt to obtain a judgment against you.
