I'm sorry your dog is having this trouble. It does sound from your description, like he has an eye infection, like conjunctivitis, and this can best be treated by a vet, after a definite diagnosis, with antibiotic eye drops and/or ointment. For the moment, place cool damp wrung out tea bags (regular tea) on his eyelids, and this may help draw out infection; also, flush his eyes with sterile saline solution made for eyes (eyewash), and you can try some Terramycin ointment, a mild ophthalmic antibiotic found in some pet supplies and online at www.revivalanimal.com
Because this is a 'mild' antibiotic, if you don't see improvement in a day or two, your dog will need a stronger medication to resolve his eye problem, and this can only be prescribed by the vet.
