Yes, although in TX court it does matter who broke off the engagement and under what circumstances. Most states view it as a gift made conditional upon getting married so if either party breaks of the engagement it must be returned.

However, TX will take into account the factors involved. If you broke off the engagement or she broke it off because of some fault on your part, the court can take that into account and refuse to order the return of the ring. In addition, small claims courts cannot order her to return the ring but can enter a judgment for the value of the ring in your favor.
