dell dimension 4700 series service tag 7N5Z661 NIC failure ..... following file is missing or corrupt: windows\system32\config\system what is the problem and how do i fix it?

Unfortunately this means your windows installation is corrupt. The only way to fix this is to do a repair installation with an original windows xp disc or to use the recovery disc that came with the machine to completely reinstall windows. However if you use the recovery disc you will lose all the data on the machine. If you do not have an original windows xp disc a technician will be able to fix this for you without lossing the data on the machine but for you to do it yourself you would need to buy an original xp disc the recovery disc will not work.
