Accepted Answer

Hello,
As you describe there may be following possibilities in your case-
Kidney pathology due to diabetes
Lopressor induced fluid retention
Cellulitis
Localised infection
As such it is advised to undergo Renal Function test , 24 hour urine sample , Complete Blood Count , Blood sugar , blood pressure monitoring , EKG for further evalaution.
Pedal edema can be caused due to the loss of protein from the kidneys as well.

Apart from this blood clots in the legs as potential contributors to swelling should be ruled out .
As you have history of Diabetes , Hypertension and toe injury you need to be seen by a doctor ASAP .
You need an urgent medical attention .
As your toes are sore , swollen adn oozing fluid which are suggestive of infection and in diabetic patient urgent medical attention is required .
So i suggest you to consult your regular doctor or visit ER ASAP.
