I have a large debt with the IRS. I am currently under a payment agreement but would like to get the debt settled for a lessor amt. Can youadvise me where to start. I live in Houston Texas

nothing except talking with the IRS myself. I did do an offer in compromise that was denied.

Answer

If the income tax debt qualifies under the following rules then the tax debt is dischargeable in Chapter 7 and Chapter 13 bankruptcy petitions.
  1. The due date for filing a tax return is at least three years ago.
  2. The tax return was filed at least two years ago.
  3. The tax assessment is at least 240 days old.
  4. The tax return was not fraudulent.
  5. The taxpayer is not guilty of tax evasion.

All of the above does apply to my situation. tax yr 1999,200, 2003,2004,2005,2006. How do I proceed from here?

consider speaking to a bankruptcy lawyer to evaluate which type of bankruptcy you should file a 13 or 7, a 13 should be filed if your income is above the state median and you have property such as a home, as you can keep them
