Hello,
These small breed dogs can have dry eye (KCS- keratoconjunctivitis sicca) that causes the tearing and staining. A tear test can be done to rule this in or out. The treatment is with an eye drop called Cyclosporine (Optimmune). Other causes in these small dogs is from the hair acting like a wick to the eye or from abnormal eye lashes causing irritation.
I would get a good ophthalmic exam done to rule out some of the underlying causes as opposed to rinsing the eyes daily. If you are going to put anything in the eyes, I'd use an artificial tear as opposed to mixing up salt water as that can be very irritating to the cornea.
I hope this helps, let me know if you have any other questions.
