I am a licensed Public Adjuster, I used a New York Retainer. The insured is trying to get out of paying the fee because of the form. My belief is that I would be subject to sanction by the department but the contract itself is still binding. I want to initiate litigation

is tthe contract still binding even though the form is not sanctioned by the Connecticut insurance department. Ibelieve that it is between $25,000.00-$60,000.00. Will someone take it on a contingency
