I have a Theatre (s-corp) that offers classes. We'd like to offer scholarships for teens from low-income families. Am I allowed, as part of the application, to ask people to provide a copy of their last year's tax return to prove low-income status?

Yes, it is legal. This is quite common as part of scholarship applications. You may not want to see the whole tax return, as some tax returns can be quite lengthy. You can just ask for the first or second page showing adjusted gross income or taxable income. Also, be a little careful as disclosing tax returns or any information on a tax return to third parties is a crime. So, you want to make sure that once you receive the student's tax returns that it is secure, and any information on it (particularly social security numbers) is not disclosed to anyone else. In fact, it is probably a good idea that once you get the information from the tax return that you need that you promptly return it to the student.
