Question

On my 1989 Evinrude 60 HP, it runs perfect for about 3 minutes with boat on plane & 3/4-WOT. Then it feels like the brakes come on and it goes to SLOW mode, & will only run idle & low speed. At idle, the tell-tale stream is weak but consistent. The stream is better immediately up from idle. No alarms are sounding. Thanks for your help, Keith.

I just purchased the boat with this motor 1 week ago. No idea of when

the impeller was last changed.

You need to service the lower unit. Replace the water pump impeller and gear lube .The impeller will take care of your problem.

Can you give me a brief how-to on replacing the impeller. I have changed gear lube

on many motors but have never changed an impeller.

Yes you will need to disconnect the shift shaft assy. at the the engine usually starboard side. then unbolt the bolts that hold the lower unit on to the drive shaft housing.There is usually 2 on each side.Also look under the cavitation plate and trim fin there are some as well there too. Once you get the lower off the engine you will see a plastic housing that the drive shaft runs threw.That is the water pump assy. Unbolt the housing and remove the impeller.Then just reverse your steps and you should be up and running in no time.
