I have a Sears kenmore model 790. The display appears to work fine but when I turn on the bake cycle, the elements don't heat up. i changed the bottom element and still no luck. Any ideas?

Hello you need to get a volt meter and check the voltage to the elements with the unit set to bake you should have 220v if not you either have a safety thermostat that is bad that is on the back of the unit or the relay on the control board is bad. You need a volt meter to diagnose correctly.
