she is 3 years old, and yes she seems to be itchy.

Thanks for the info.

This is probably an allergic reaction to something she has come into contact with. If this continues, you can give her benadryl which can be purchased over the counter at any pharmacy in the pediatric dept. Give her 1 mg per pound of her weight every 12 hrs for 7 days. Of course., if this does not help or it gets worse, have your vet examine her to be sure we did not miss something.
