This symptom can be caused by plugged cats but first, what were your fuel pressure readings, do you hear any noise comming from the exhaust, can you try hitting the cats with a rubber mallet to see if it sounds like there is a rattle?

fuel pressure was 31 with motor on. key on /motor off went to 40 then dropped to 0 right away.sounds like something rattling when driving, on the throttle

The fuel pressure should only drop to zero when you relieve the pressure from the tester gauge, if its dropping to zero immiediatly after it hits 40 psi that means that you have either a stuck open fuel injector or a leak somewhere else in the system, the injectors are activated open in pulses by the pcm, when you turn the key on they should open for short time but then close and hold pressure in the fuel rail, so its possible that there is more than one problem causing your driveability issue, a stuck injector most commonly causes a misfire, I still think that there is an issue with the cats also, is your fuel pressure tester accurate? Can you hit the cats to see if you hear something rattling/loose inside of them?

Info Request

To find out you need to drive and monitor the fuel pressure and record the readings you get when the symptom is at its worst, the pressure should fluctuate between 30 to 50 psi.

Relist: Other How many cats should my 95 5.0 5spd have on it? For it to pass smog?

Answer

2 cats, you can buy good aftermarket high flow cats from summit racing or mustangs unlimited for around $350

ok. there are 4 on it right now

Answer

Yes, thats how many they come with stock , but its alot more expensive to by a H-pipe with four cats plus you get better performance with only having two.
