Question

My brother in law sold a boat earlier this year he was supposed to share the money with his sister (my wife) he never told her that he sold the boat until i text him about the boat he text back saying he had sold the boat then he kept all of the money without telling her that he sold and needed the money he never once asked her if he could borrow the money he just kept the money and has never offered to give her the amount she is to recieve

If she has a legal right to the money she needs to send him a demand letter. If he does not respond she can sue him, probalby in small claims court depending on the dollar limit in his state. You will have to sue him in his county of residence. She will have to prove that she is legally entitled to half and she can force him to divulge the amount received for the boat.
