To be honest with you as HP have discontinud this model of camera they have also stopped writing new software and drivers that support this camera under Windows7, Howeer there is a feature in Windows 7 that may allow us to install the software in Compatibility Mode and possibly get it working for you.

Once installed can you then right click the file on your desktop and choose Properties then can you open the Compatibility tab.
Once you have the tab open can you place a check in the Run this program in compatibility mode for box then choose Windows Vista from the top box then hit Ok to save the changes.
After you ahve done that can you then double click on the file itself and let me know if it will allow you to install and run the program or not.
