Do you have the offer to fix your car from Tom in writing? If so I would write a letter to KIA Corporate stating that Tom agreed to fix your car as a onetime good will jester and that you wish to have the charges of $676.00 removed from your account. Attach the evidence of him stating that to the letter. You can also mention in the letter that if the charges are not removed you will file a formal complaint with the Better Business Bureau and State Attorneys office for fraud. That should at least hopefully get them to remove the charges and be reasonable about the situation.

I would still write a formal letter stating that you had discussed this with Tom and the things I mentioned. This way you have some documentation.
