Question

So my shih tzu is having pups tonight and it is her first time and mine, the 5th pup that just came out had two sacks and the outer one was covered in greenish black stuff on a ring around the middle. Is that normal or should I be concerned, the pup was also smaller than the rest and seems a little weak compared to the rest.

This is fairly normal to see. There should be nothing to worry about. It is not unusual to get one pup out of a litter that is smaller and weaker then the others. This is what we call the runt of the litter, and typically will hang in there and do just fine.

Ok I know about the runt thing, I was worried more about the sack, it was covered with this weird colored stuff, it was green and black, not like the others. Is that normal? Is it just like the meaning she was done? This sack was very hard for her to break, I finally had to help her after several minutes because I was worried the pup was going to sufficate.

This is a normal appearance. What you were seeing is the puppies waste while in utero.
