I don't really know how to put this, so I'll just say it.
Get your car somewhere else ASAP.
A "crank, no start" is a fairly basic problem. Replacing your entire fuel system instead of properly diagnosing the concern is not a way to repair anything and it is going to just keep wasting time and money.
If this is a "friend of a friend" like it often is, I realize it can be a little touchy. But if this is an actual repair facility then you should not be responsible for any bill.
