From your description there is a vacuum leak or the idle air control valve is stuck. Check to make sure the vacuum lines are good and then remove the idle air control valve and clean it and the bore it goes in then pull the plunger out on the idle air control valve and reinstall it. What happens is the valve will stick due to carbon and cause the problem you are describing. The best thing to clean it with is carb cleaner.
