Question

I have a 1999 k1500 (old style) and the lights on the 4wd switch started to radamly turn on and off. The lights no longer light up and the transfer case does not shift.

Hello! Welcome to justanswer!

 

Thats usually from a bad transfer case actuator. GM sells a kit with a new actuator and plunger for the transfercase. The actuator is very easy to spot and is on the side of the transfer case.

If the actuator is good what would the problem be?

The only other problem based on your observations would be a bad control module for the case. Thats located in the center of the dashborad.
