Duty to stop at a Stop Sign:
I have reprinted Illinois Vehicle Code Chapter 625, Section 11-204(b) below for your reference and information:
(625 ILCS 5/11-1204) (from Ch. 95 1/2, par. 11-1204)
Sec. 11-1204. Stop and yield signs.
(a) Preferential right-of-way at an intersection may be indicated by stop signs or yield signs as authorized in Section 11-302 of this Act. (b) Except when directed to proceed by a police officer or traffic control signal, every driver of a vehicle and every motorman of a streetcar approaching a stop intersection indicated by a stop sign shall stop before entering the crosswalk on the near side of the intersection or, in the event there is no crosswalk, shall stop at a clearly marked stop line, but if none, then at the point nearest the intersection roadway where the driver has a view of approaching traffic on the intersecting roadway before entering the intersection. (c) The driver of a vehicle approaching a yield sign if required for safety to stop shall stop before entering the crosswalk on the near side of the intersection or, in the event there is no crosswalk, at a clearly marked stop line, but if none, then at the point nearest the intersecting roadway where the driver has a view of approaching traffic on the intersecting roadway. I found the information about Small Claims Court on a website that had something called the "Illinois Small Claims Court Guide" , or "Guide to Suing in Illinois Small Claims Court" I don't remember the exact name, but it was published by the Court. I do not use information, unless it's from a Statute, Case law, or published by the Court itself.
