I don't see a relfective one though.

You might add a lighted collar to hold tags

I had just seen a news snipet on local TV news and was unable to find it on their website re: reflective dog harness for car and general use. -- was hoping you might be able to find

There are lots and lots of harnesses out there.

I know people all across the country though who love the puppia harnesses because they are so comfortable for the dogs.
