Yes breed specific legislation is a shame when each dog is an individual.
You can read more on breed specific laws here
http://www.pitbullsontheweb.com/petbull/legislation.php
and more here
http://www.mabbr.org/legislation.html for a group in KS.
Your best option for current local rules would be to contact the animal control officer in your town.
According to this the dog ordinance was last updated in 2006

and it looks like the animal control is run out of the police department

While some towns and cities in KS have breed specific laws I did not find one for this town online - but check locally to make sure.Tel:(XXX) XXX-XXXX,,(316) XXX-XXXX
Sorry they do not have it online that I can see. Best option is to just call your town hall and ask what the rules are for dog licensing. This is the main number (XXX) XXX-XXXX that can route you to the right person. You don't have to say you have a pitbull just ask what the laws are for dog ownership and licensing within the town and if any breeds are not allowed.
I'll opt out as maybe someone has the info for you but I think your best option is local information as often the net is not as updated as the people running the town government are about the rules.
