It was once said that “politics stops at the water’s edge.” This adage meant that parties should refrain from criticizing one another’s foreign policies for fear of presenting a picture of division to foreign foes. For the most part, Democrats have supported President Bush’s campaign against terrorism, but some Democrats have criticized the president’s policies. Should partisan politics stop “at the water’s edge”? Is partisan politics compatible with effective governance?
