The inspection station did not happen to give you the exact code did they? This would narrow the diagnostics considerably. If not, I can load you up with info, but a code would cut time.

They did in the print out but I don't have it with me, I think t was P020 Speed Sensor A, I know the speed sensor A part is correct and the fuel mix code I believe was p050? It failed inspection because of the speed sensor A code, I got the fuel mix code when I scanned it with my scanner when I got home, my first concern is to correct the speed sensor A code so the car will pass inspection, I need to get it on the road ASAP.

You are right it was a P0500, someone said it could have something to do with the ECU, I am assuming that is the Electronic Control Unit, ie the computer, but I will defer to your expertise first before I start sumping cash and ramdomly replacing parts?
Here is thr trouble tree for the VSS. If you are having speedo fluctuation , you may have a VSS issue. Review the check, and check all the engine ground points. Have had a real issue with Subaru engine and body grounds with northern vehicles.
I have connected my Actron scan tool to the connector and took the vehicle for a ride, the scan tool and the speedometer are reading the same and there is no fluctuation in either the speedometer or scan tool. I will clean ground points and follow above and go from there.
