I would not lay papers down if she is not peeing outside as this only confuses her as to what you want her to do.
You will need to take her out more often, get her on a feed schedule so you know when she may have to go and either tether her to you when you can not watch her or crate her. Most dogs don't like to go where they eat and sleep.
When you take her out and nothing happens, bring her in, watch her very closely, and take her out again in ten minutes sooner if needed. Never punish her or this will have her start hiding the accidents so you don't find them.
Each time you take her out have treats on hand, give her a command for potty and repeat that command even as she is going, when she is done praise and reward with the treat. Make the treat special and something she does not get at any other time.
It's going to be a long haul since she was trained to go inside and it is going to be confusing for her so even more important to use a crate and a special treat for going.
