He would only qualify for free legal aid if he has no income. Further most legal aid is limited to issues involving domestic violence, family related or criminal issues. Further whether a private attorney would take this on probono would depend on that particular attorney as it is not mandatory to represent clients for free unless they want to.

However given the information, this is not a "money-maker" case so it is unlikely he will find an attorney willing to represent him. Harassment is also a criminal offense so the police should be handling this. I see this was already tried, it would depend on law enforcement if they decide to take the case. Further if the harasser cannot be identified that makes it impossible to file suit since you need to know the identity of the defendant to be able to secure a restraining order or an injunction to order that he remove the offending contents.
