Question

I have a BMW 523i 2000 year. When i switch on the heating system it all works normally, except the rest switch does not light up. When i turn the vehicle off and take the keys out i can hear the heater motor still going slowly, this drains the battery in minutes, but when i push the rest button with all the power off and no keys in it lights up. I have changed the control console and still have the same fault. Could it be the limiter switch or the relay? If i take the control console out it breaks the circuit and doesn't make the heater blower blow.

Hi, the blower resistor final stage on these cars are very problematic.
The fail and cause the blower to surge, not work at all, or stay on with the key off.

You will definitely need to replace the final stage.
It is located on the right side of the heater box under the dash.
Just need to remove the carpeted trim on the right side of the console 1 phillips screw,
and also pull rearward on the upper black plastic kick panel trim, and you should see the final stage, it has the thick wires going to it in a square shaped connector.

Answer

I would think they use the same heater box for both rhd and lhd.
I would check the right side first. It's simple to do without much work.
