You most likely have an ignition coil failing. Is the check engine light on?

Is it common for multiple failure's, I replaced 1 coil, and it seemed to run worse.

Yes these coils are prone to failing I always replace in a set of four.

that would cause intermittent surging?

Answer

If you are refering to surging at idle then I have seen dirty butterfly valves in the throttle body. As well as vacuum leaks. Is there any way the you can come up with a fault memory print out of the engine control memory?
