This sounds like you may have more than one health issue with her.
Some of the excess weight may be fluids built up due to the heart not pumping right. You may need to be using a heart med and diuretic with her to help her drop some weight.
The ravenous hunger can be a symptom of a couple of diseases Diabetes which you can read about here

Some times a problem with the liver will lead to the dog having potbelly shape due to the liver enlargment and can also lead to Pica the eating of non food items.
You may need to do some testing to find out if your dog is dealing with more than just congestive heart failure issues.
