Question

just inherited a small boat with an 1973 25hp evinrude (Elec. Start).I'm clueless as to proper lean/rich settings in regard to proper starting and operation. Motor seems to run ok, sure don't want to screw it up. Any guidance would be greatly appreciated.

Sure ok,

Let me recommend first if the motor has sat without running or maintance for more than a year the water pump and fuel should be replaced.

When the engine is started (only on water) you should see water spitting out the exhaust relief holes on back of engine below cowling when running.

The engine needs a 50:1 gas /oil mixture to run on. I recommend using Johnson/Evinrude XD30 or XD50 oil. If your using a 6 gallon fuel tank you would use 1 pint to 6 gallons of gas.

Ok now to starting, lets not worry about the carburetor low speed needle adjustment yet.
1 hook up fuel line and holding fuel hose primer bulb arrow facing up squeeze until hard.
2 put engine gear case in the water.
3 toggle switch under key is for choke/use this when engine is cold by pushing and holding up while turning key to start. sometimes I like to click the toggle up and down for the first couple of minutes as needed to help engine stay running during warm up.
4 not sure which control box you have but if it is the single lever you will also have a throttle warm up lever which increases idle speed to help.

Now that the engine is hopefully running and after warm up it should be idling relatively smooth without making popping noises and should idle in gear.

If not you can try adjusting low speed knob on front of cowling. It is connect to the actual carburetor needle through a series of linkage and can only be turn so far without readjusting the linkage. If you getting the popping noise or engine wants to die on acceleration try richening up mixture by turning counterclockwise 1/8 of a turn at a time between tests.
