i have small lumps on m penis and scrotum some are white and on the surface but some are not can you help?

Thank you for the additional information,

I suspect that you are describing Fordyce's spots. These are sebaceous glands that form small, painless white or pale bumps on the penis and scrotum.

They are completely harmless and not contagious.
They do not need to be treated. However, if you desire treatment, you can see a urologist (specializes in male and female urinary tract) who may be able to prescribe creams such as Tretinoin gel or laser treatments.

The other, less likely possibility is that you have warts which are usually fleshy colored raised bumps.

It is prescription only.
It can be fairly irritating to the genital area, that is why it needs to be prescribed by a doctor.
It is a very common condition.

i just hd a look on the net and found a sebum controller that claims to work from CUSKIN dose this work?

I have never heard of it but simply by googling it, it has numerous complaints that it does not work.

The problem really is the fact that the glands are there. Not that they overproduce sebum.
So a sebum controller is not going to get rid of the underlying problem of the glands themselves.
