Greetings: I have a Tecumseh HM80 mounted on a 1980 Ariens rear-tine rototiller. The engine is not original, but one of the newer style EPA / California approved carbs. This machine works an acre or two each season. The engine surges, and when I try to adjust the speed, it either runs too fast, or stops. I know I have put it out of adjustment. Now I need a place to start from. Mark from California

Already Tried:
I've tried to adjust speed, but have not touched governor. I have checked the online Tecumseh owner manual, but have not seen any real adjustment help. The engine surges and races pretty fast unless tilling ground.
