Sorry to hear about your problem.
You only need to re-roof any sections that are not performing. If the entire roof is old and in bad shape or close to it....you may want to re-roof the entire roof, but it is not necessary if there is some "life" left in the rest of the roof.
I cannot comment on the cost since that can vary from state to state.
Gutters help reduce water damage at the bottom of the units, near the ground. They also reduce the potential for any water to buildup and come into the basement/ crawlspace. Not all buildings need gutters, it is simply a preference or a neccessity when the roof water is doing damage to the building or surrounding landscape.
The new section and downspout at the corner of the garage I cannot explain without seeing it. I am assuming they are installing them where they feel it is necessary to install them, to control the most amount of water.

Brian; what about is 25% factor??----------- if just 25% is bad we don't have to re-roof
the entire cluster of four or five units..... Yes---------- No--------------- Just the

If I understand you correctly, just one unit has a bad area. If this is the case, just replace this area. There is no need to replace any roofing that is still good.
