The stain you are going to have to sand off/out. Anything that will get to it in the woods fibers will discolor the wood.
As far as getting the laqure off you can use carburator cleaner to remove it. Just lay a rag over the piece and spray it down good. Lay a sheet of 7mil construction plastic over it to retain the cleaner. This will allow the cleaner to soak into the laqure. Scrape the old laqure off and sand as needed. Useing a wire brush will speed the process just be carefull you dont gouge the wood with it.
I personally have never heard of companies that perform the service you speak of. Either here in the US, or in Australia.
Not a bad idea for a business though.
You might look under antique furniture refinishers. They may have a service that they use for this purpose.
