Question

I have a 1997 chevy 2500 4x4 with a 350 and 700r4 trans that is not shifting into overdrive. All other gears are shifting properly and strong. Could it be a solenoid or is there a cable for the overdrive?

Welcome. Can you please clarify which transmission you have? The 700 R4 was not used after 1993, and your truck being a 82500 series should have a 4L80 E. What is the shape of the transmission pen?

You're right is is 4L80 E. I had a stroke and it screwed up my memory badly. I apologize.

OK. Fourth gear has its own set of clutches and planetary gear set just behind the pump. It is likely, that without the check engine light there is not an electrical issue. Rather I expect there is a mechanical issue such as a burnt clutch cut seal or binding valve in the valve body. What is the color and condition of the transmission fluid? One OK

Fluid was changed about 5 months ago and is nice and looks like new (light reddish color)

OK, the fact it's pink and not brown indicates more of the cuts seal or valve body issue that a set of burnt clutches. I suggest you start by taking off the transmission pan, and inspecting what's in the bottom. Open up the filter, open the felt inside the filter, and see what is inside the filter.
