They may want to make sure that you are emotionally fit to tend to your work duties. I would put in writting what has happened. I would let your work know that you had completed the your work duties for the day and that you are not obligated to stay after work to meet new employees and that you understand how that would be nice that you have a sick husband to tend to. Let them know in writting that you used the "wrong" termonolgoy when talking to the HR rep and that you were simply stating that you were stressed.
If they continue to insist that you get an evaluation then I would request they supply you with their policy regarding this. Depending how much you want to fight this you may want to contact a lawyer to help you figure out your exact rights in your state and workplace once you get a written copy of the policy.
