Rated horsepower is what the engine puts out at the crank but horse power at the wheels is the amount of horsepower put out at the wheels. The wheel horsepower is always lower because the torque converter, transmisison, and axles always uses up some power. To reduce that you can get performance/light weight axles, torque converters, ect. Let me know if you have more questions, thanks.
