If this is a screw (not a machine screw or bolt with a nut on the other end) what you need to do is apply some tension to the shaft of the screw. I usually use a putty knife or even another flat blade screwdriver and push the blade as tight as possible against the shaft of the screw below the head while backing off the screw with another screwdriver. As you turn the screw the putty knife will want to roll off the screw shaft so you need to keep re-positioning the knife.

tks Rick- unfortunately the screw is going through a lock hole cover on my door so I cant access the screw shaft with a putty knife

If it's a machine screw or if there is no way to exert any lateral pressure on the screw then you may need to drill off the head
