This problem began about 2 weeks ago, after she was groomed. There is no hair loss, and it is not her anals. Nor is it fleas. She was checked at the vet last week.

I am glad to hear they did a good work up to find the problem.
I would check with your groomer to see if they used any new products on her since this started soon after grooming.It may be a new shampoo or spray she is reacting to.In my experience steroid shots work well to stop allergy itching. I would recommend having her bathed in case it is the shampoo or a spray that is still on the skin.
You can give Benadryl to help control the itching even with the steroid shot.
Benadryl can be given at a dose of 1mg per pound of body weight every eight hours.
