Question

Have a 2002 Saturn SL2 with 125k miles. When driving about 65 mph (and sometimes at lesser speeds) i hear a repeating noise that is coming from front passenger side and i feel the steering wheel beging to vibrate. Recently rotated tires and made sure wheel nuts are torqued to specs. Front side left tire showed more wear than all other three tires. Same noise gets worse as steering wheel is turned to the right and decreases as wheel is turned to the left.

Sounds like you could have a bad wheel bearing. Since you rotated the tires and the problem is still persistant you can pretty much rule out a wheel/ tire problem. Wheel bearings are known to cause vibrations and noise. When turning if the noise gets louder one way but not the other could also indicate a bad wheel bearing.
I suggest checking this.
