It sounds as if the fuel in this vehicle gummed up due to age and lack of use. In most cases, this does not require complete fuel system replacement unless there is some other contributing factor.
Draining the tank completely and discarding the old fuel is the first step that needs to happen. Then fill the tank with quality gasoline and a cleaning agent such as Chevron Techron. It may still be difficult to start initially if the old fuel has fouled the plugs, however this is the only thing you can do that is likely to help without replacing all of these parts.
In the future, store the vehicle with a full tank of fuel and use a storage additive such as Sta-bil.
