What you are dealing with as I am sure you know is a behaver issue.
I would recommand speaking with your vet before rehoming as this will just give the problem to another owner and could lead to him being euthanized. There is a drug that has proved very successful with our patients it is called amatriptaline. Also have them clean the litter box often some cats will not go in a dirty litter box. You can also crate him in a large dog crate with his own litter box for a few weeks forcing him to use his litter box,then leaving the box in the cage and allowing him to run free again.This is often very helpful
